According to The Associated Press, Cyrus was not on the bus that crashed at around 8:15 a.m.

Virginia State Police said one unidentified person was killed when the bus overturned on Interstate 85, about 40 miles south of Richmond. Multiple sources have identified the deceased as the driver of the bus; the driver’s name had not been released at press time. Another one of the nine passengerson the bus carrying Cyrus’ production crew was injured in the incident and transported to a local hospital in undisclosed condition.

TMZ reported that the bus was one of four in a tour caravan carrying the 16-year-old singer. Officials told the site that the roads were slick at the time of the accident, due to overnight rains, but that it was unknown at press time if the driver died before or after the bus went off the road and overturned.

Miley Cyrus Bus CrashCyrus is slated to play a show on Sunday in Greensboro, North Carolina. A spokesperson for the singer could not be reached for comment at press time, but a source close to Cyrus confirmed that she was noton the bus that crashed. Richmond Marathon: 32nd Annual SunTrust Richmond Marathon seems likely to start in cold, wet and end in the heat of a gun-on-one duel. The two most recent winners, defending champion and Mohamed Awol Jynocel Basweti, the top finisher in 2007, seem more capable runners, by far, in today’s race of 26.2 miles through the slippery streets of Richmond and still soaked neighborhoods.

Basweti, a Kenyan aged 22, won last year in 2:22:22. Awol, 31, of Ethiopia, delivered a winning time of 2:20:20.

Thom Suddeth, event coordinator of elite athletes, said a firefight Basweti-Awol, though perhaps not inevitable, it is perfectly plausible.

In the event of a similar confrontation, Suddeth said: “It would be difficult to choose Basweti” back to become the first marathon-to-back winner since Elly Rono won three in a row from 2002-04.

Not only is Kenya’s nine years younger than his opponent, “he is an incredible strategist,” Suddeth said. “And frankly, I think that perhaps in a slightly better than it was last year.”

The women’s marathon, also seems likely to produce a weight battle. Two riders, 39 years old, from Ukraine Ilona Baranova and 24 years of age, Divina Jepkogei of Kenya, have particularly impressive resumes.

Jepkogei won the Mississippi Blues Marathon earlier this year in 2:46, a record of women for that event. Baranova, Suddeth said, “is able to run 2:40 and could dip lower depending on the weather.”

Ah, yes. Time. The storm formerly known as Hurricane Ida Richmond has funk wrapped in a wet and cold for much of last week. Prognosis is better this morning – temperature around 50 with only a 20 percent chance of precipitation.

Christie, a Republican former U.S. attorney, who said that defeating the corruption of government facilities in New Jersey, won the election for governor of New Jersey on Tuesday, defeating the incumbent, Gov. Jon S. Corzine, and strike a blow against the Democratic Party on a national stage.

The victory of Mr. Christie’s ended a bruising and very tight race which often descended into personal attacks by both candidates. Although the campaign focused mainly on local issues, including a corruption scandal in the state, Republicans across the country were quick to portray Mr. Christie’s victory as a defeat for President Obama, who was in the statewide campaign to Mr. Corzine only a few days ago.

The White House decision to launch Obama’s career was a tacit recognition that a defeat for Mr. Corzine would be interpreted as a rebuke of the president, which could affect the president’s ability to pass important laws and public perceptions about the democratic influence.

The Republicans also captured other night important gubernatorial election in Virginia, where Robert F. McDonnell, a former state attorney general, defeated the Democratic nominee, R. Creigh Scriptures, a marked change of fortune for Democrats who have maintained control in Richmond for the past eight years.

In New York, Michael R. Bloomberg won a third term but his margin of victory – 5 percentage points – was relatively narrow, especially when juxtaposed with the fact that the mayor had far outspent his Democratic challenger, William C. Thompson, city comptroller.

And a closely watched race in New York Congress remained very close call that race, the right wing of the Republican Party is hoping that Douglas L. Hoffman, a Conservative Party candidate can win a congressional seat after a more moderate Republican candidate withdrew from the race at the last minute.

However, his Democratic opponent, Bill Owens, holding 49 percent of the vote to 45 percent, Mr. Hoffman. A victory for Mr. Owens would be a surprising result in a district that has been a Republican stronghold for over a century. Polls close in that race at 9 p.m.

In Maine, voters were not unanimous in a referendum to repeal a law allowing same-sex marriage in the state. Voters who oppose gay marriage held a slight edge with the vote of more than half of those counted, but it was too early to tell which side would prevail.

In the career of another of New England, Boston Mayor Thomas M. Menino won an unprecedented fifth term, defeating his Democratic challenger, City Councilor Michael F. Flaherty Jr. was the most difficult re-election fight against Menino’s career, but relied on his popularity and impressive political machine to neutralize his opponent’s charges that the city needed a change.

Smallest State Capital

I think it was James Kushner who first suggested that I consider the question of which U.S. state capital had the smallest population in relation to its state’s largest city. For example, New York City is the largest city in the United States, but the state capital of New York State is Albany, with a population of about 850,000. The population of New York City exceeds that of Albany by a factor of around 20.

At the other end of the scale, of course, we have state capitals like Boston, Denver, Atlanta, and Honolulu that are their state’s largest cities. For these states, the population quotient is 1, its theoretical minimum.

Well, James, it only took me thirty years, but here it is.

I tried to resolve the question manually a few weeks ago, by browsing Wikipedia for the populations of likely candidates. Today I took a more methodical approach, downloading the U.S. Census Bureau’s July 2006 estimates for populations of metropolitan areas, and writing a couple of little programs to grovel the data.

I had to augment the Census Bureau’s data with two items: Annapolis, MD, and Montpelier, VT are not large enough to be included in the metropolitan area data file. I used U.S. Census 2006 estimates for these cities as well.

I discarded one conurbation: the Census Bureau includes a “Metropolitan Division” in New Hampshire that consists of Rockingham and Strafford counties; this was the most populous identified area in New Hampshire. It didn’t seem entirely germane to the question, so I took it out. On the other hand, including it doesn’t change the results much: its population is 416,000, compared with Manchester-Nashua’s 402,000.

Nineteen of fifty state capitals are their state’s largest cities.

Vermont is an interesting outlier here. It makes fourth place not because it
has a large city, but because its capital, Montpelier, is so very small.
I tried doing some scatter plots, to see if anything else jumped out, but they
weren’t very illuminating. If anything, the data is suprisingly evenly
